Abstract :
The participation of a citizen in development program becomes the first step to create the ideal and democrative government, particularly in the restrain of demography program. In the program of Keluarga Berencana (KB), the participation of a citizen is the main component to give shape to balance conditionof the citizen both in quality and quantity. Lately, the participation of citizen in KB program dominated by women and it is not followed bay men. Therefore, the research of men participation in KB programbecomes interesting to be done.The research will give the answer to the problem related to how men citizen in Pakal sub-district participate in program. This research is executed based on the high record of men partiscipation KB M OP program in Pakal sub-district, and their achievement due to their participation in this program.The researcher endeavors to answer the question of this research by utilizing qualitative method in the type of descriptive research. The location research is in Pakal sub-district where there is high participation of men citizen in M OP program. In determining informant, the researcher utilizes purposive technique. The informants who are taken for this research are acceptor KB M OP of men sub-district, PLKB, BKKBN and Bapemas Staff of KBdivision as the executor of this program. the data collection is executed by using observation method, visceral interview, and documentation. The data analys is is executed by using data reduction, data serving and conclusion determining.The result of the research shows that the participation of men citizen in KB program is trigged by the M OP events, started from planning, socialization, until the implementation of MOP. the participation of men in MOP activity are started from their participation as contraception acceptor M OP, furthermore become a cadre and actively participate in socializing M OP. The form of participation of men in KB program include co-operation and co-learning. Co-op eration form participation is when men in Pakal sub-district participate in M OP due to compensation. While in co-learning form is when in Pakal sub -district directly involved in decision making and agenda arrangement of the event
