Abstract :
Education is an obligation that must be implemented by every citizen of a country without having to look at the status of social strata, rich or poor so the government as the implementers of education in a region should be able to provide best execution for all citizen. for example. A child who came from poor families complete the 12 years of compulsory education or graduated from high school or vocation school. With highly educated then it can improve enhance mutual city of Surabaya with other region. But not all communities can feel the city of Surabaya the before , the government is sued a regulation governing mayor on education. The study aims to describe how evaluation and impact that occur at the time the regulations with have been legalzed mayor is carried on in the poor in villages wonokusumo. The research using qualitative methods. The determination of the core informans using purposive sampling method ang then combine the technique of purposive sampling and snowball technique. Provide minimal education in order ti develop theie potensial and the last to continue to persue higher degrees. With 3 very visible impact of these can help children of compulsory school age to 12 years to achieve his goals to improve the condition of his family towards a better.
