Abstract :
Democratic consolidation, induced in the Third World countries since 1980s, the state role in the developmental programs is questioned. Because of the strong economic assumption, there have been almost no political analysis able to explain the complexity of the state role in the development programs, especially those in agricultural sector. This paper briefly discusses the governmental policies in African countries and the position of peasants in the relationship structure between state and market.
