Keterbatasan implementasi neo-ottomanisme dalam kebijakan luar negeri turki terhadap israel (2009-2014)

Abstract :
Neo-Ottomanism is the cultural factor constructing Turkey’s foreign policy to support Palestine and be critical against Israel. But on the other hand, Turkey tries to maintain its bilateral relation with Israel. As a result, Turkey becomes inconsistent with Neo-Ottomanism, so it could be said that Neo-Ottomanism has limited space. It needs further elaboration on the specific factors that cause limitation in the implementation of Neo-Ottomanism in Turkey’s foreign policy. The limitation of Neo-Ottomanism is described using the theoretical framework based on the criticism of Constructivist approach in International Relations, as well as empirical cases in several countries which explain that material interest becomes the limit of culture in foreign policy. Through this theoretical framework, it could be explained that Turkey’s material interest towards Israel in the context of economy, is the factor limiting Neo-Ottomanism. Israel has significant role for Turkey’s foreign economic relation in three vital sectors: trade, investment, and tourism. However, Turkey’s support to Palestine and its criticism against Israel have negative impacts on Turkey-Israel economic relation. Therefore, Turkey faces policy dilemma, then eventually decides to maintain the continuity of economic relation with Israel. Turkey has calculated the material benefit it gains from economic relation with Israel is bigger than pursuing cultural interest by its pro-Palestine stance.
