Abstract :

In 2014, Indonesia ractified the ASEAN Agreement on TransboundaryHaze Pollution. Indonesia, as the country who is responsible for transboundary haze pollution, ractified it after 12 years long delay. The delay gave off indications of domestic issues such as law overlaps, corruption, sovereignity dispute and weak law enforcement, which would have hindered the effective use of the agreement’s implementation. The decision to keep ractifying the agreement only showed the negligence of the mentioned domestic issue. Furthermore, ineffectivity the ractification would inevitably brought was also neglected. For dissecting this issues, this paper uses constructivism approach to explain Indonesia’s reasons for ractifying the agreement despite all the signs. This paper founds two reasons, keeping the positive image of Indonesia as a committed country against climate change and the shift of ASEAN’s core norm, nonintervention, to integrated regional cooperation. On which, the new norm, this paper found, contradicts the used-to highly hailed former norm.
