Abstract :
This research aims to address issues of policy implementation research about Indonesian land services on the analysis implementation Regulation of the chief BPN No. 18 of 2009 about Larasita in Bangkalan. This refers to the presence of serviceinnovation in the field of land that has been implemented in Indonesia to realize the ideals of agrarian land sector. Implementation of the policy does not run in many areas, especially in Bangkalan. Increasing needs of land since the existence of Jembatan Sura madu makes people in Bangkalan aware about the essentialy asset legality and mobile service innovations. This research used a qualitative method with descriptive type. Selection of informants research conducted by purposive sampling technique. Meanwhile, data collection was done by observation, in-depth interviews and documentary studies. Data analysis was performed at the time of data collection and then reducing the data, present data, verification and draw conclusion of the study. In addition, this study a lso tested the validity of data obtained through the following methods to compare the information or data in various ways, of the truth of certain information through a variety of methods and sources of data acquisition, as well as comparing the information with the relev ant theory. The results of this study indicate that the mobile service Larasita was opposed by individual head of the village or sub -district in Bangkalan.
