Abstract :
Licensing service is one of the service that influencing the amount of invesment in the city. Therefore, licensing service must give quickly, easily and accurately service to citizen. It requires Unit Pelayanan Terpadu Satu Atap (UPTSA) Surabaya to give priority for service quality, especially at Surabaya Single Window (SSW) service. This study aims to describe the strategy that Unit Pelayanan Terpadu Satu Atap (UPTSA) Surabaya has done to improve Surabaya Single Window (SSW) service. The methods of this study used qualitative methods with descriptive type. This research is located in Unit Pelayanan Terpadu Satu Atap (UPTSA) Surabaya and Dinas Cipta Karya dan Tata Ruang (DCKTR) Surabaya. The technique of determining the informants is purposive sampling. Data was collected through observation, in-depth interviews and documentation. Then, the data is analyzed by using a data reduction, data presentation and conclusion or verification making .The results of this study indicate that Unit Pelayanan Terpadu Satu Atap (UPTSA) Surabaya has applying the formed a good organization culture to improve quality of Surabaya Single Window (SSW) service. This is conducted with made operational service standard, gave training, applied reward system and changed mindset and also formed commitment from employes.
