Abstract :
In 2011 the US government tried to ratify the two constitutions that were Stop Online Piracy Act (SOPA), and the Protect Intellectual Property Act (PIPA) which had function to regulate activity in cyberspace. Both draft laws have enormous opportunities to be ratified because of brought by the important people in the US parliament. The main problem of this policy is the extension of the scope that allows companies or governments to censor what people say. Therefore, the draft treaty is getting a lot of protests from various circles, especially the protests of global civil society and eventually the two draft laws cancelled to be ratified. The analysis of this article will focus on some of the things that led to the success of global civil society in protest against the passing of SOPA and PIPA effectively. Those are, reconstituting the actors involved, causing polarization in the United States and conduct parliamentary arena escalation discussion of SOPA and PIPA.
