Abstract :
Increasing issue of Indus Water’s dispute influenced by many factors such as climate change, increase of population, and increase of agricultural production activities lead to increase the demand for water from both countries. As a regional hegemon India actions strongly affect and determine the pattern of interaction between riparians which impact on the intensity of dispute. However, the nature of asymmetric power between riparians always dynamic. As a weak riparian, Pakistan can improve his bargaining power through the involvement of external actor. It apparently be able to change the internal dynamics of Pakistan’s bargaining power which impact on improvement cooperation between India and Pakistan in Indus water dispute at the hidropolitical complexes. In this study, reseacher use hydropolitical security complex, hydro-hegemony, and water rationality theory to explain the relation between involvement external actor toward dispute’s intensity India and Pakistan 2008-2014.
