Abstract :
East Timor formally has submitted a proposal to join ASEAN as a member on March 4,2011 and expected to become the 11th member – state of ASEAN in 2012. But three years later, a decision on the status of East Timor has not been established. This condition is different from Vietnam, Myanmar and Cambodia which settled out in relatively shorter time. The writer uses international organization approaches to examine the problem of membership in ASEAN. The writer uses theory of the dynamic of international organization and theory of bureaucratic organization to find out the difference situation and condition which happened in ASEAN, so that could answer the question why the status of East Timor membership is not immediately set. Based on these theories, the reason why ASEAN has not accepted East Timor as member state in ASEAN is motivated by two factors, which are external and internal factors.
