Abstract :

This research intend to determine the strategic policy in Indonesia in improving the competitiveness of the footwear industry to face ACFTA and the results of the strategic policy in the field. The writing method that used by the author is the type of qualitative research with descriptive design research. The data collection techniques that author use is primary data and secondary data, such as interviews with stakeholders and data about the development of ACFTA, and also the policies undertaken by the government to improve the competitiveness of Indonesian footwear industry in facing ACFTA. Indonesia is not ready yet, especially from the footwear industry that is still constrained by policies on high-cost economy. It has not been able to improve the competitiveness to compete with cheap Chinese products. With comparative advantage of cheap labor that have by Indonesia and China make the Indonesian government to formulate strategic policy, including trade strategic and industrial policy that able to improve the competitiveness of the footwear industry.
