Abstract :
Public services have been experiencing some problems with diverse perceptions or complaints from the public. The complaints related to the time of processing, and then the complicated process even the unfriendly services from government staff, the illegally charge and so forth. East Java, in 2014, got a second rank in terms of complaints from the public related to licensing issues. Thus, the government continues to make improvements in order to get a better service quality. This research aims to examine the influence of licensing services consisting of few dimensions, i.e, Tangible, Reliability, Responsiveness, Assurance, and Empathy towards the increase of the investment. The method used in this research is quantitative method with explanatory type. This research used a quantitative approach with explanatory type. The population on this research is 88 respondents from UPT Pelayanan Perizinan Terpadu Provinsi Jawa Timur. The sampling technique used simple random sampling. Data analysis technique and data interpretation used Pearson Product Moment Correlation and linier regression. This research result shows that the quality of licensing services affect the increase of the investment to the value of the correlation coefficient (r) 0,581 and significant because the significance value is below the value of α error level of 0,05. The most influential dimensions is Assurance.
