Abstract :
This study aimed to determine the significance aspect of improving management capacity of additional capital at the level of empowerment of micro economic business in the District of Sumenep. Poverty in developing countries is a difficult problem to be solved. The efforts should be really oriented to people as the center of the empowerment. Empowerment is one of the ways to increase economic development. One way is through micro economic business. It became the demand because most of Sumenep people are in poverty rate. Limited access to get the capital was problem that must be solved. The government's presence by issuing program related to the problem and microfinance institutions that concern to the problem became the best way to overcome this condition. The method used in this research was descriptive qualitative. The result showed the additional capital that should beused for business capital was allocated to the other needs due to the demand that could not be predicted. It could happen because most of Sumenep people were in poverty rate.
