Abstract :
License service is the one of most important public services for citizens. One of important licence services is IMB. Organizational performance of Unit Pelayanan Terpadu Satu Atap (UPTSA) Kota Surabaya and Dinas Pekerjaan Umum Cipta Karya dan Tata Ruang (DCKTR) Kota Surabaya is an essential thing for better IMB service. So, The research problems are how is organizational performance of Unit Pelayanan Terpadu Satu Atap (UPTSA) Surabaya and Dinas Pekerjaan Umum Cipta Karya dan Tata Ruang (DCKTR) Kota Surabaya for IMB, and What are the factors that influence it. The research result, showed that organizational performance of UPTSA at the good cathegory. With 5 supporting factors, politic, economic, social, sistem and human resources. And also structure factor which acted as both supporting and resisting factor. Then, organizational performance of DCKTR Kota Surabaya, at bad cathegory.Eficiency, effectiveness, and productivity aspects at bad cathegory, and 3 aspects, equity, responsiveness and responsibility at good cathegory. There are 4 supporting factors they are economy, politic, social, and sistem. 1 resisting factor is human resource factor, and 1 factor doesn’t have any impact is structure factor. There are 2 new factors that found from the research, they are leadership factor and method factor.
