Abstract :

Asset management is a means to organize, plan, design, and monitor the process of acquiring, maintaining, updating, and disposal of all forms of infrastructure and technical assets to support the provision of public services. This study focuses on one concept of asset management, the safeguarding of assets. Safeguarding of assets consists of three implementation, namely the administration security, physical security, and legal safeguards. This study aims to determine the effectiveness of asset protection in achieving accountability in the government of Surabaya, in addition, this study also aims to determine what factors may hinder the implementation of support and security. Surabaya was chosen to be the locus in this study because of Surabaya is the status of Fair City With the exception of the Supreme Audit Agency over its assets. This research was conducted by using descriptive qualitative method of determining informant technique purposive sampling. Data obtained from interviews and analyzed by reducing, presenting, and draw conclusions. The results of this study indicate that the asset security in Surabaya City Government was not effective. This is indicated by the success of the program implementation with various problems and obstacles encountered in the field that can not be resolved despite the integration between the government of Surabaya with other agencies, the implementation of security failure due to lack of adequate infrastructure in the implementation.
