Abstract :

This study aims to answer questions about Failure Factors contributing to Program Area Relocation PKL in Stadium Tambaksari Surabaya. The background for this study, based on 2013 actual beginning of the street vendors selling has been relocated from its original place which is about stadium Tambaksari towards Market Krampung.In the fact, many street PKL who re-sell around Satdion Tambaksari.Therefore with such conditions researcher want to know the factors that made the failure of the implementation of Surabaya City Government in relocating street vendors. To answer these questions, the researchers used a qualitative research method with descriptive type. The selection of informants is done by using the snowball technique. Data were obtained through a process of observation and in-depth interviews, as well as take advantage of the data source document. Validity data is tested through the triangulation of data sources so that the data presented are absah.Analisis data and interpretation of the data is done by examining the data source document. The results obtained from these conclusions show that the overall implementation of the program relocation of street vendors around the stadium Tambaksari Surabaya has not gone well because they have not reached the initial goal relocation program. It is influenced by environmental factors, namely the condition of relocation destination (Market Krampung) unfavorable, causing a decrease in revenue experienced by PKL. Community influence as pressure groups also cause the failure of the relocation int this program. Runing  this program definitely has constraints that eventually raises the pressure felt on both sides . Presure of this program will lead to the creation of feedback (feedback) is performed by means of negotiations between the two sides.
