Abstract :
One of the most bureaucratic reform agenda is improving employee performance through the remuneration system. However, there are problems to find the right system. The amount of the government's budget that is used for employees can not guarantee to increase in employee performance. Ineffectiveness remuneration and payroll system, it is bad for public sector organizations. Through Factor Evaluation System, compensation based on job evaluation has become an alternative to the provision of performance benefits.This study focuses on the effective use of the budget through the Factor evaluation system in determining employee income Supplement. The purpose of this study is to analyze the budget effectivity in Employee Income Supplement. The theory used in this study include financial public sector, performance-based budgeting, compensation, performance based pay and Factor Evaluation System (FES). The method is used in this study is a qualitative research wtih descriptive type.The results showed that in terms of the use of budget provision Income Supplement Employees in Surabaya run effectively. In addition to the effectiveness of this study find weaknesses including lack fleksibility miraculous use of the budget and the lack of measurements made by the community.By doing theoretical interpretation of the performance-based budgeting and effective compensation. Concluded that the use of the budget in the provision Employee Income Supplement Factor Evaluation System based on proven effective.
