Abstract :
The existence of ACFTA (Asean-China Free Trade Area) and AEC (Asean Economic Community) can threat the existence of Small and Medium Enterprises in Indonesia, this is include Small and Medium Enterprise of Traditional Batik. According to Ministry of Trade data, the import quantity of batik was increase in 2012-2014 from 46.589.254 US$ to 68.170.325 US$ or 31,66 percent.This study aim to know how the Department of Cooperation, Small and Medium Enterprise, Industry, Trade, and Energy and Mineral Resource Sidoarjo Regency’s strategy to increase the competitiveness of Batik’s Small and Medium Enterprise in the Kampoeng Jetis’s centralization of Small and Medium Enterprise. This study used qualitative research method with descriptive type. To choose the informant, this research used key informants through purposive that subsequently developed by snowball techniques. The process of analysis data was done by grouping (data reduction) and displaying (data display) the data obtained and than drawing the conclusion.The results of this study show that the government has done strategies to increase the competitiveness based on diamond model. They are market development strategy and functional strategy. These strategies are implemented by 1) in factor condition, government give coaching about marketing and invite craftsmen to join in exhibition and promotion of a product and also give ease for get the capital. 2) in demand condition, government inform to consumer through exhibition and promotion of a product and also to define regulation that government employees has to use batik. 3) in related and supporting industries, government do promotion of a product through exhibition and mass media, both printed matter and electronic. 4) to support these strategies, government cooperate with Jatim Bank as a partner to give the capital, Lion Air Company as a partner to publication, and together with Bappeda do cooperate with Netherland’s consultant.
