Abstract :
Therefore, the purpose of this study was to portray and describe the implementation of e-formation in the recruitment process of human resource apparatus of the Regional Government of Surabaya.The research was conducted using the Edward III’s theory of policy implementation models with four influencing variables, i.e. communication, resources, disposition, and bureaucracy structure. Descriptive qualitative with purposive sampling technique was the method used in this study. The data was obtained through in-depth interview and documentation. For the data analysis, the obtained data was classified and combined as well as data inter-correlation was set. Meanwhile, the data validity was tested through data triangulation where the data presented was validated data. The result of the study shows that the implementation of human resources e-reformation policy in staff recruitment taken by the Government of Surabaya City was considered as fair. From all the steps of recruitment process, starting from identifying the needs and placement of the staffs, the e-formation implementation conducted by the Government of Surabaya City, the staff identification and planning was found not optimally conducted due to the mechanism obscurity following the formation proposal submitted by the Government of Surabaya City to the Central Government. This was influenced by the lack of information resources, i.e. the government regulation on mechanism of the recruitment of civil servant candidates synergized with the e-formation policy under the Act No. 5 of 2014.
