Abstract :
Tax is a very important and reliable income for our country’s needs. Therefore, in every year the government always set a target that is sought to be achieved. Since 2011, the City Government of Surabaya as the Local Government gets an authority from the Central Government to collect some types of taxes; one of them is Land and Building Tax Urban Sector (PBB-P2). Surabaya is the first city which receives this kind of authority’s delegation but until today the Surabaya City Government hasn’t been able to achieve the target itself. For that, there should be a study on the overall performance of public organizations using several indicators, namely productivity, service quality, responsiveness, responsibility, and accountability. This is done to see how Department of Revenue and Financial Management of Surabaya functions as an authorized agency in conducting Land and Building Tax collection for Urban Sector in Surabaya.Based on research problem, this research used qualitative research methods with descriptive type. Data was collected through interviews and documentation techniques. The informants are determined using purposive and snowball technique. And then to check the validity of the data itself this research used data sources triangulation, so the data would be presented accurately.The findings of the research showed that the performance of Surabaya’s Revenue and Financial Management Department in collecting Land and Building Tax Urban Sector is relatively less in line with the expectations of society. From all five indicators, two indicators show good result, from responsibility and accountability factor. And three others indicators show bad result, from productivity, quality service, and responsiveness.
