Abstract :
Maternal Mortality Rate and Neonatal Mortality Rate Neonatal Mortality Rate and Maternal Mortality Rate is a health issue that is still constrain development in developing countries. The government has a variety of ways, one of them by encouraging Program Expanding Maternal and Neonatal Survival (EMAS) which is a program of cooperation between the Government of Indonesia with USAID. This study aims to describe the implementation of the Program Expanding Maternal and Neonatal Survival (EMAS) in the Sidoarjo District Health Office. The results showed that the implementation of the GOLD program has been going pretty well. The program has been communicated to the executor by clear and consistent. The bureaucratic structure shows the SOP effective and efficient and that fragmentation can be suppressed. Disposition showed good acceptance of the executor. The existing resources (financial, facilities, and authority) have been sufficient. However, the quantity of human resources is still insufficient. Even so, the existing human resources have had sufficient quality to run this program.
