Abstract :

Sister City partnershsip is not a new thing in contemporer international relations. By the goes of times civil society also became a leading actor, their contribution can be seen as people-to-people diplomacy which is actually the main mission of this partnership. For the implementation in Indonesia commonly, they have not engaged already. This researchs examining whether the civil society exsistency gives the positive implication to the efectivity and the development of the partnership, regarding the terms and conditions in MoU. To analize this, the clasification based on the 5th years of partnership called a periode of parternship. In each periode, it analized how do the involvement of SSSCA can influence the efectivity and the development that mentioned before.
