Abstract :

The unstable condition of Myanmar because of the dispute between military and Karen rebels has caused many of Karen people fled to Thailand in the late of 1980s and early 1990s. Basically Thailand is ready to host Karen people since Thailand is the member of the United Nations High Commissioner for Refugees (UNHCR). However, until now, Thailand has not signed the 1951 Geneva Convention or the 1967 Protocol Relating to the Status of Refugees. To overcome the economic problems of Karen refugees, Thailand has developed ecotourism since late 1990s, but this policy did not give any satisfying outcome. Therefore, the writer try to answer the research question of why is ecotourism as one way to address the economic problems of Karen refugees have low effectiveness? By using qualitative analysis and explanatory method. The writer uses the concept of political and economic ineffectiveness and issue – linkage theory and find that the low effectiveness of eco – tourism is not solely due to political ineffectiveness, but also due to economic ineffectiveness.
