Abstract :
Pyongyang Declaration which was agreed by Japan and Democratic People’s Republic of Korea (DPRK) in 2002 could not be implemented temporarily by Japan because Kim Jong-Il admitted the truth of Japanese abduction issue and this issue was gained massive negative response from Japan domestic politics. Hence, Japanese government had to prioritize the abduction issue’s settlement while at the same time DPRK also admitted its continuation of enrichment uranium program which also needed to be addressed further. This research seeks to explain how the sources of change in Japan’s foreign policy could affect Japan’s policy towards DPRK in implementing Pyongyang Declaration during 2002-2008. Theories which used in this research were foreign policy change theory supported by public opinion and mass media level of analysis, and also direct strategy by interest group and media framing methods. This research posits that there were two kinds of policy change’s sources which interrelated and affected Japan’s foreign policy in this case. The first is domestic source of change which consist of public opinion, mass media, and interest group, and the second is international source of change in the form of bilateral relations between Japan and DPRK itself.
