Abstract :

Mangrove is one of the plants that grow in coastal areas. Surabaya is one area that is trying to keep and increase mangrove areas through Surabaya Mayor Regulation Number 65 Year 2011 About Procedure of Monitoring and Controlling Mangrove Area. Surabaya is a big city which have two mangrove areas, namely the East Coast and the North Coast Surabaya. Mangrove Wonorejo is one part of the East Coast region of Surabaya is also named as a pilot of world’s conservation. The problem is how the proposed research and the implementation of what are the factors that affect the implementation of Surabaya Mayor Regulation Number 65 Year 2011 About Procedure Monitoring and Control Region Mangrove in Wonorejo. The method used in this study is qualitative research method with descriptive type. The data collection was done by using in-depth interviews, observation, and documentation. Mechanical determination of key informants using purposive technique were develop with snowball technique. The process of data analysis was done by grouping and combining the data obtained, and also establishes a series of corresponding relationships between the data. Data validity is tested through triangulation of data.The results of this study indicate that monitoring and pengandalian Action Reviews mangrove areas in Wonorejo quite successful due to the resource; objectives and policy measures; disposition; environmental, social, economic and political as well as the characteristics of policy implementation has been very good. It's just that there are obstacles in the communication between the various agencies implementing this policy and financial resources still not enough. Factors that affect implementation of Surabaya Mayor Regulation Number 65 Year 2011 concerning Procedures Monitoring and Control of Mangrove Areas in Surabaya is Wonorejo financial resources, human resources, facilities and infrastructure resources, disposition, objectives and policy measures, social and economic environment, the character of the implementing agency.
