Abstract :

People want a public service which is fast, easy and inexpensive. It requires the Department of Human Settlements and Spatial Planning Surabaya to give priority for service quality through increased accountability, professionalism, effectiveness and efficiency. Balanced by a lean organizational structure, decentralized, and dynamic. Decision making becomes the most crucial step in determining each organization in addressing issues of public service. This study aims to describe how the decision making process in Department of Human Settlements and Spatial Planning Surabaya overcomes the licensing service issue. The methods of this study used qualitative methods with descriptive type. The results of this study indicate that the decision making process has been better than ever, it is characterized by the effort of the Department of Human Settlements and Spatial Planning Surabaya in correcting a previous decision by finding the root of the problems in licensing service so it gets the best alternative solution
