Abstract :

To realize the employees who work professionally and maximum performance. Surabaya City Government Make a program that refers to a performance-based remuneration. The program is a program of e-Performance and Employee Income Supplement (TPP). E-Performance itself is a recording of a program of activities that have been carried out as an employee and employee performance assessment in the form of points and at the end of the quarter, the points will didapankan in exchange of money in the form of performance. While the Employee Income Supplement (TPP) is the Employee Income Supplement is given based on attendance rate, delay, and loss to follow work permit. The program was created with the purpose of improving performance and salaries of Surabaya City Government. With the existence of the program employees to get salary according to performance they have done. The revenue received from the sum of points that have been obtained as a reference income employees via e-Performance and TPP. This study uses qualitative research methods with descriptive type. Data collection techniques used were interviews and documentation, while the informants in this study were taken by using purposive sampling technique. The results showed, the implementation of performance-based remuneration in Surabaya City Government Secretariat via e-Performance program and TPP has been performing well and is successful. It is evident from the increasing impact of employee performance and an increase in employee discipline. However, many existing assessments in the e-Performance and recording activities on the e-Performance should be evaluated further.
