Abstract :
The purpose of this study is to describe the strategy of the Dinas Pertanian and Dinas Koperasi UMKM Kota Surabaya in developing Sentra Ikan Bulak. This research uses descriptive qualitative method. The informant obtained came from the agency, association of traders, and traders. It was determined by using purposive sampling, then use snowball sampling. Data were collected by interview and documentation. Analysis of the data by using data reduction, data presentation, and data verification is then performed data triangulation technique for checking the validity. The results of this study indicate that at the center of a new stage, Dinas Pertanian Surabaya pursuing a strategy of transformation with the efforts is data collection and control of the merchant. At center stage of growth and development, they pursuing a strategy of expansion with the efforts is data collection traders again, coaching traders, provision of infrastructure and promotion through the show. Dinas Koperasi dan UMKM Kota Surabaya uses mix strategy of expansion and transformation efforts is the training of traders and build a koperasi. So, the development of centers of fish to do with the strategy of expansion and transformation.
