Abstract :
Although the economy sector is weakening, Japanese government still implements the pop culture diplomacy strategy towards Indonesia. Thatpolicy raises many questions, why should Japan do the pop culture diplomacy strategy in Indonesia since 2008? Does the policy indicate that Japan’sdiplomatic strategy shifted recently, from economic-based to cultural-based strategy? Those questions tried to be answered through this research bydoinganalysis from system theory and rational choice theory framework. Based from those frameworks, the hypothesis that could be a temporaryanswer is Japan’s policy towards pop culture diplomacy strategy indicates that something happenned and affected the Japanese political system. Thusthe policy is a manifestation of rational choice choosen by Japanese government.
