Abstract :
The purpose of this study is to describe the implementation of program policies Urban Farming in Surabaya by the Agriculture Department in alleviating poverty through pangan.masalah underlying resilience is fenomenakemiskinan that occurred in the city Surabays, limited land that occurred in Indonesia and food dependency that occurs in people in Surabaya. This study uses a theoretical model of policy implementation. The method used in this study is a qualitative research method with descriptive type. The data collection was done by using in-depth interviews, observation, and documentation. Mechanical determination of informants, using key informants through purposive. The process of data analysis is done with the interactive analysis of data reduction, data presentation, and conclusion. The results of this study indicate that the Urban Farming policy is influenced by four factors namely communication, resources, executive attitudes (disposition), and a bureaucratic structure. These factors are mutually continuous and greatly influence the success of a policy of Urban Farming in the city of Surabaya.
