Abstract :
Surabaya can promote its potential and exploit potential partner-city for fulfilling need that is not obtained in domestic. In fact, there is activity of sister city program becoming public polemic that is work-visit undertaken by not only City Government but DPRD of Surabaya also. This Kunker has become social attention including social media. Sound governance is used for describing the clear governance involving four actors that those are government, private, society, and international elements (both partner city and international organization) by Ali Farazmand (2004). This study undertakes qualitative method and the research type is descriptive. As followed it, the informants were people who were able to explain sister city program in Surabaya city and the technique of informant determinations were purposive and snowball. The result of this study Surabaya city should enhance dimensional cognition and value for creating the balance of side that people go to work-visit (executive and legislative). In other hand, the ethical dimension, accountability, and transparency are still less inasmuch as the communication between executive and legislative government are coordination minimum. Whereas, other dimensions have done enough in sister city program in Surabaya city.
