Abstract :
Conversion of agricultural land has become a serious threat to the sustainability of food self-sufficiency and food security. The activities of the conversion of agricultural land or commonly known as land conversion has become a phenomenon that is quite lively going on at the moment. One of the Government’s effort to protect the availability of agricultural land is by enacting Undang-Undang Nomor 41 Tahun 2009 about Agricultural Land Protection of Sustainable Food. Policy formulation and the use of appropriate policy instruments necessary to the phenomenon over the function of agricultural lands in the area of food barns can be suppressed. This research uses qualitative research methods. Data were collected through observational methods, in-depth interviews with informants, and study the documents. Determination of informant purposive sampling technique was done because it is considered as the most parties who understand about the process of policy formulation and characteristics about Agricultural Land Protection of Sustainable Food in Bojonegoro. Based on the results of the study it can be concluded that the process of policy formulation for Agricultural Land Protection of Sustainable Food in Bojonegoro is done with through stages of problem identification, specify the policy alternatives, and choosing an alternative policy. Characteristics of policy instruments for Agricultural Land Protection of Sustainable Food in Bojonegoro which is exist nowadays shows a high government involvement, while the policy instrument is voluntary and market-oriented and involve community participation still insufficient.
