Abstract :
This research uses qualitative research methods with types of descriptive research, so that it can describe about the strategy of Public Private Partnership to find the solutions to the problem of waste in TPA Benowo, Surabaya. This research uses theories of Public Private Partnership (PPP), with a focus on the study of the layout of the model of cooperation the Build Operate Transfer (BOT), the selection the informant, who will use interviews with purposive sampling, because researcher want to some the parties considered knowing more about partnership established between the two sides. Then to check the validity of research data used triangulation. Whereas, the dwarf data analysis starts with the reduction of the data, the presentation of the data and make some conclusions. The result of this study demonstrate the strategy of Public Private Partnership to find solutions to the problems of processing of waste in TPA Benowo, Kota Surabaya by using the Build Operate Transfer model carried out by Dinas Kebersihan dan Pertamanan Kota Surabaya with a Landscaper working PT. Sumber Organik run in accordance agreed contract agreement, for 20 years. In the process of its Public Private Partnership begins some obstacle due to the phase of the PPP does not correspond to the study being used. In the phrase of the PPP does not correspond to the study. In the phrase, Public Private Partnership, the PT. SO don’t do consultation public, feasibility study and review of risks in advance..
