Abstract :
The status and role of the civil service as elements of the state apparatus has a big influence in determining the success of national development, both physical and non-physical development. Thereby improving the quality of civil servants during the construction of this very necessary and expected in the increase can be obtained civil servants are actually able to carry out his duties, which in turn can facilitate and accelerate the achievement of national development goals. To achieve maximum performance of employees, use of proper leadership from the leader, is one factor that can drive, steer, guide and motivate employees to excel in their work and create. This research aims to describe the leadership style that is applied in Administration Bureau of East Java Regional Secretariat so as to improve the performance of civil servants in it. It refers to the increasing demands on the performance of government in serving the needs of the community. This research uses a qualitative method with descriptive type. Selection of informants by using purposive. While data collection is done by observation, interview and documentation study. Data analysis using the technique of triangulation of data sources, namely by reducing the data, presenting data, verification and final draw data obtained by comparing the information with secondary data, and compare the information with the relevant theory. From the data obtained in the field, the results of this research show that the democratic leadership style that is applied in Social Administration Bureau Secretariat East Java has been deemed good enough to improve the performance of civil servants in it..
