Abstract :
The aim of this research is to describe how license package as a service innovation to increasing the quality of public service in Badan Pelayanan Perizinan Terpadu in Sidoarjo District. The theory of this research is innovation theory, public service theory, and service quality theory. Indicator of the quality service in this research already elaborated from some theory until getting four indicators: Tangible, Reliability , Credibility , and Competency. This research also used qualitative methods, with description type of research. The technique used to determine the informans is purposive sampling technique for both users of the service or the service providers. The data collection is done by observation , interviews , and documentation later analysis using data reduction , data presentation to conclusion. The results showed licensing package innovation improved the quality of licensing services at BPPT Sidoarjo by simplifying the requirements, cost saving, and accelerating the completion of the licencing .
