Abstract :
This study intended to describe the proportion of education budget on Surabaya local budget revenue and expenditure structure 2012-2014. authors use this period as analysis reference because, within three years pubic see that Surabaya government committed to the education sector, evidenced by awards that they achieved. In this study, author examine the other side of the public view toward commitment of Surabaya govement, by analyzing to what extent the education budget proportionally allocated to providing education. Author conduct and compile this qualitative research with descriptive approach. As a reference, the primary data that author use is the document of local budget revenue and expenditure realization Surabaya on 2012-2014. On analyzing data, authors reduce datas to obtain the data needed to measure the proportionality of budget. Author present the exposure data analysis by using theory of the welfare state and endogenous growth theory to explain the priority of education budget use on public services, in this case education sector.
