Abstract :
Indonesia has the high potential of the agricultural sector, but this potential is not followed by the level of welfare of farmers. The development concept has been done also creates inequality in urban and rural areas. To that end, the government uses agropolitan concept for the regional development of Indonesia. The problem in this research is the inequality of result in Ngringinrejo village which main commodities is Starfruit and Wedi village which main commodities is Salak fruit. This inequality seen in three aspects, productivity, price, and ease of marketing. This study used a qualitative approach and comparative type of research. There are five aspects are compared: (1) Management Development Agropolitan; (2) Physical Condition agropolitan Region; (3) Implementing Agency at the Village Level Agropolitan Policy; (4) Village Government Support; and (5) Community Support. Based on the discussion of qualitative analysis, it was found that the conditions of the five aspects can be said to be much different in the two villages. But beyond that there are conditions where the two villages experienced the same thing that is when the initial implementation of the policy. The condition is referred to as "the phenomenon of price trap". The condition is caused by lower commodity prices, causing the village government's commitment in implementing policies too low, followed by public awareness in support of the policy is also low so care for commodities is also low, and the quality is too low lead and eventually back causing low price. However, the difference is that the village Ngringinrejo able to get out of this condition with the new administration at the end of 2013. While the conditions in the village of Wedi compounded by request of irrigation did not respected by district government.
