Abstract :
Read fifteen minutes in which students are required to read independently in accordance with their wishes without coercion for 15 to 20 minutes. The objective of this program is to improve the skills of reading and writing which leads to the habit of reading (reading habits). This study aims to describe how the program read fifteen minutes seven dimensions can be seen through productivity, quality, efficiency, flexibility, excellence, development, and satisfaction. The research location in the city of Surabaya, SDN Kaliasin III, SDN Menur Pumpungan, SDN Sememi I, SDN Petemon I, SDN Dupak I. This study used a descriptive quantitative approach, the process of selecting a sample of respondents with a gradual or Mutisatge Random Sampling with 95 respondents the number of fourth grade students and V public primary schools, the method of data collection is questionnaire. Results of the study showed that the fifteen-minute reading program is an effective program to increase the skills of reading and writing as seen from the pleasure of students as well as the work program which has been produced by the students, the program reads fifteen minutes also motivate students to read
