Abstract :
This paper explains how Switzerland counters cyber threats due to its capacity as a small states but advance in the information and telecommunication technology (ICT) in its critical infrastructures. Due to limitations in getting security in the international system, both domestically and internationally effort are required by small statess. At the domestic level, the establishment of a national security strategy and public-private partnerships are important. While at the international level, the security of small statess can be obtained through the alliances, institutional cooperation and global norms. From those, in the issue of cyber security, Switzerland is actively making efforts at the domestic level. At the international level, Switzerland is seeking the institutional cooperation and global norms more, than the alliance because of the neutrality which is still sustained.
