Abstract :

The problem in  this research  is how accountability and transparency can be showed by the Government in  public procurement aspect, after using electronic procurement as the newest system for public procurement reform. The method used in this research is descriptive qualitative. Informants determination techniques used in this study was purposive sampling, because researchers wanted to explore in depth information from people who really know the focus of research. The results from this study was accountability and transparency can be realized. The realization of accountability can be seen through the efforts of the committee in the account for the entire auction process either vertically or horizontally. And the results of transparency in this study can be seen through the opening auction information provided by the City Government of Surabaya, so that cheating can be minimized.
