Abstract :

The development of competency-based human resources needed to support the organizations development that are required to continue to show their existence in achieving the objectives and work standards which have been set. Therefore, we need a standard to support employee competence in providing public services such as ISO 9001:2008 which is used as a quality assurance and product. Currently, the institutions are competing to obtain an ISO 9001:2008 certificate because it is prestigious in the face of competition strategy of investing primarily in developing regions. Various attempts were made by the government, especially in Sidoarjo, BPPT to continue to innovate in the various activities of licensing and investment services to attract investors. This study uses qualitative descriptive research type. The results of this study indicate that employees are required to have special certifications such as ISO training certification, licensing services, investment, financial management and procurement. The result of this research showed us that internally both training and externally for employee development human resources is not enough, needs synergy between intensive training and employee development to improve employee competency
