Abstract :

Since the industry increase or new company presence along river in Surabaya, condition of contamination makes bad quality of water. In 2008, with MoU has taken, it create composite team to control the contamination along river in Surabaya. The number of institution and NGO which have the same commitment to keep on water quality. All of part have the same commitment to fix water quality by giving punishment to company which disobey the rules and contaminate Surabaya river. This research to describe the type of coordination, also find the causing of successfulness in coordination process. This research use qualitative descriptive method, with purposive determination techniques. Data is obtained from interview and documentation. The process of analysis has been done by grouping and combining data obtained, also set data combination. And then data validity test has been done by triangulation. The result showed that the types of combination is horizontal coordination because all stakeholder of control have the same position on a structure.. On coordinating process, there are so many factor such as Communicating, resources, and information which determined the performance of control team, the quality of water in Surabaya become better quality.
