Abstract :
Phenomenon for recruitment conducted by the Local Government continuously without considering the availability of civil servants and load maps personnel expenditure budget and the imbalance between the quality of civil servants positions in the organization needs, it takes an adequate human resource planning system based on accurate analysis, integrated, and sustainable to ensure the availability of civil servants in the present and the future, so it can avoid the occurrence of mismanagement and overlap in the performance of duties. This study aims to describe how the system of civil service human resource planning is done in Kediri District Local Government to analyze component based HR planning and the factors that influence it, so that this study used a qualitative research method with a descriptive type. The results of this study indicate that in general HR planning civil servants do in Kediri already performing well but still encounter some resistance from a technical point related to the update of employee data, proposed the formation and implementation of procurement. Then the factors that affect the implementation of the Human Resource Planning PNS is comprised of the internal factors that include human resources, information systems and budget availability. While external factors are affecting the technology as well as politics and legislation.
