Abstract :

This research aimed to determine the factors that militate participation of beneficiaries Economic Empowerment Program on Self-Help Groups in the Kalianak, District Asemrowo, Surabaya. To achieve this, the research uses explorative qualitative research method with data collection techniques snowball to get six informant. The data were analyzed by the technique of triangulation. The results found that not being sure to gain benefits; bad and undemocratic leadership of community groups; lack of personal trust; lack of the education and skills level; less well-targeted and unplanned program; and lack of commitment by the companion are militates participation of beneficiaries Economic Empowerment Program on Self-Help Groups in the Kalianak Village, District Asemrowo, Surabaya
