Abstract :
Infrastructure development is tools to support the sustainability of the state goal and it has an important role. But there is an obstacle of attaining the state goal, the main obstacle is the government budget constraints, so it needs to colaborate with the private sector. This study aimed to describe the implementation of the partnership between Pasar Surya Local Company (PDPS) with PT Arwinto Intan Wijaya Surabya (AIW) in the construction and development of Darmo Trade Center (DTC) Surabaya. This study used the theory of Public Private Partnership (PPP) and focused on the model of the Build Operate Transfer (BOT). This study used a qualitative method with descriptive type of research that described in detail of the implementation of PDPS partnership with PT AIW. Determination of informans used purposive sampling method. The results of this study indicate that the partnership between PDPS with PT AIW had been implemented according the contractual agreements of cooperation by using the BOT model. However, in the phase of the PPP is not compatible with the theory used. Because the partnership didn’t include public consultation, feasibility studies, risk review, forms of cooperation and government support made by PDPS prior to the tender.
