Abstract :
One of regional authority is the management of equity in education including the quality of civil cervant teacher. Blitar has a total of 1,066 primary school teacher shortage and excess of the subject teachers at junior level reached 225 people, spread across 17 districts of the 22 districts. the purpose of this research is describing the setup and equalization policy implementation of civil service teachers in Blitar. This article used a descriptive type with a qualitative approach. theoretical model of policy implementation Edward III with four factors that affects the implementation of that communication, resources, disposition and bureaucratic structures. The results of the of the research showed that the implementation of policy and equality structuring civil servant teachers in Blitar have not been effective yet. It is affected by the lack of communication between the implementing agencies as well as non-performance of the setup process and even distribution of civil service teachers in accordance with the technical guidelines that have been set.
