Abstract :
This study begins from the fact that India as a nuclear-developing country since the early years of its independence. Such nuclear development functions as an effort of fulfilling the national interest, primarily in terms of national security as well as prestige. In its nuclear development, India often denies any interference from other parties towards its nuclear proliferation. This is supported by India’s unwillingness in ratifying the Non-Proliferation Treaty (NPT). Nevertheless, in 2009, India becomes the only country which refuses to ratify the NPT, but is willing ratify the Additional Protocol of IAEA. This study examines one of the factors behind such occurrence using systemic approach. The write has arguments that the ratification of the Additional Protocol of IAEA by India, though the country is not a member of NPT, is due to constraints and incentives factors leading to the fulfillment of national interests.
