Abstract :
The attack United States did towards Afghanistan in order to catch the terrorist who did the 9/11 terror invented strong reaction from Indonesia. The critique Indonesia gave towards United States was based on all the pressure from various domestic actors. Although the United States also gave pressure, but in fact it couldn’t affect Indonesia’s decision. This fact then become the base of this thesis, that is to find the reason why Indonesia preferred to fulfil the domestic pressure rather than the pressure United States gave. By using foreign policy theory and intermestic theory, the writer found new things that show how domestic pressure could affect attitude or policy of a democratic country related to one issue. Even more, the democratic transition that happened Indonesia after the New Order regime fell has brought Indonesia to be a country that listens more to their citizens. This research end up with a result that the democratization inside Indonesia had brought up new actors who became government’s consideration to make a decision.
